Bombardier Sifang (Qingdao) Transportation Ltd. established the CPC party branch of BSP in June 2000, setting two party groups; then it established the CPC general branch of BST in April 2006, setting 3 party branches and 10 party groups; in January 2013, the CPC Committee of BST was established with 3 party branches and 16 party groups; in December 2017, the CPC Committee and party branches of BST carried on the election at expiration of office terms, setting 6 party branches and 27 party groups. With the purpose of optimizing the Party organization structure and carrying out party-related work, BST set up an Office of CPC Committee of BST’s Affairs to comprehensively take charge of the work concerning Party construction in August 2018. In 2019, BST set up the Committee of CPC General Branch of BST with 6 party branches and 21 party groups. There are 389 party members in total by the end of September 2019. 

Since the 19^th National Congress of CPC, CPC general branch of BST has been exploring the mode of Party construction in joint ventures in the new era under the guidance of the spirit of 19^th National Congress of CPC, and guided the work of BST’s labor union by referring to the Party-Masses Work Regulations. For the issue about writing the Party construction into joint venture’s Articles of Association pointed by SASAC during its political inspection, BST actively responded and communicated with foreign shareholders to add the content of Party construction in the Articles of Association. At the end of June 2018, the Party construction work was written into the joint venture’s Articles of Association and completed the industrial and commercial registration. 

In order to further promote Party construction and give full play to the place culture functions of motivation, education and regulation, the CPC general branch of BST focus on the construction of Party member’ activity place as the requirements of “comprehensively implementing strengthen Party discipline”, so as to further improve the level of BST Party construction work. The CPC general Party branch and all branches of BST organized various activities of “Two Studies, One Action” and admitting Party members; held the branch committee meetings, and organized all Party members to learn the spirit of 19^th National Congress of the CPC and “giving full play to the Party organizations' role of fighting force and the exemplary role of Party members”.
